BINTAN 200MW
Galang Batang SEZ, Bintan Island, Riau Islands, Indonesia

640MW already built.
200MW of AI compute.
No grid queue.

A self-contained AI compute campus on Bintan. Own generation, own reservoir, own serviced land. 50 km from Singapore over fibre that already exists.

Bring your own power is now a licence condition across Southeast Asia. Bintan already passed it. First racks energised Q4 2027.

200MW Phase 1 IT capacity

Four 50MW halls. First 50 to 100MW energised Q4 2027, full 200MW ready for service by end of 2028.

640MW Captive generation

Already built on site. Phase 1 peak draw near 250MW, so the plant runs at roughly 39% load.

30M m³ On-site reservoir

20 m from the campus fence. Closed loop cooling, zero conflict with local supply.

<2ms Singapore round trip

Nongsa-Changi fibre, 50 km. Batum ring gives a second physical route.

The constraint

Southeast Asia ran out of grid and water first. We already bought ours.

Data centres in Johor already take 24% of the state's electricity, and the next grid build-out there lands between 2028 and 2031. Thailand has frozen more than 100 projects. Batam's grid is under 1GW. Johor also caps any new project at 50 million litres of water a day, and residents pushed back hard when pressure dropped in their taps.

Bintan skips the queue. 640MW of generation is already built on site. A 30 million cubic metre reservoir sits 20 m from the campus fence. Both are owned outright, so our build schedule is ours to set. Nobody upstream has to approve a new substation for us.

Electricity lands at about $0.088/kWh. Singapore commercial power runs $0.145 to $0.155. That gap holds even after we add the cost of running a plant we own.

Rendered view

Blue hour, Phase 1 complete

Aerial rendering of the finished Bintan campus at blue hour. Perimeter fence lighting traces the site boundary, streetlights line the ring road, the four data halls glow with cool interior light, and the reservoir in the foreground reflects the shore lights.

PLATE 05 Phase 1 built out, seen at dusk from over the reservoir. Halls run cool white behind the louvers, the generator spine and substation sit low and lit, the ring road carries the night logistics shift.

A training run does not pause for grid maintenance windows, so nothing on this campus runs in shifts. The halls draw around the clock, the N+1 generator spine stands ready behind the 220kV feed, and 48 hours of fuel is already on site below grade.

The operations team watches the same picture the other way round: from inside, at the NOC in the office building on the south edge. P1 response is on site inside 15 minutes, with spares held in the bonded warehouse on the ring road.

Programme

24 months to full 200MW

No grid queue sits in that number. That is the whole point.

Q4 2026 Drawings frozen

Water permit granted, site levelling begins.

Q2 2027 Structure up

Dedicated plant feeders laid, hall steel starts.

Q4 2027 First 50-100MW

First hall energised and handed over.

Q4 2028 200MW ready

Full Phase 1 ready for service. 1GW to 3GW starts in 2029.

Regional comparison

Bintan against the alternatives

Dimension Bintan (this project) Johor Batam Singapore
Power 640MW captive plant already built. No queue. Grid saturated, next substation 2028 to 2031. $0.08 to $0.10/kWh. Grid under 1GW, waiting on PLN upgrades. $0.06 to $0.07/kWh. Strict quota, CFA caps new supply under 200MW. Over $0.15/kWh.
Water 30M m³ private reservoir. Closed loop, no conflict. Municipal supply tight, projects over 50 ML/day refused. Limited municipal supply, new treatment plant needed. NEA water use quota applies to every new load.
Land 30 to 40 ha serviced now, land banked to 3GW. Land grab, vacancy under 0.7%. 622MW of core plots, mostly allocated. Land is gone. No large blocks left.
Latency Under 2 ms to Singapore. Nongsa-Changi fibre. 1 to 3 ms to Singapore. Under 2 ms to Singapore. 0 ms, it is already there.
Delivery 200MW in 24 months, full RFS end 2028. Slips with grid and water programmes, 3 to 5 years. Held up by substation queue. Quota tender and approval, years long.

Commercial

Three ways to take capacity

01 / Lease

Wholesale and build to suit

Whole hall at 20MW or whole building at 50MW, custom fitted, 5 years plus extensions. Fitted out and running at handover, with your own access-controlled zone.

02 / Revenue share

Compute and token supply

For model builders and AI application companies. Discounted capacity plus a share above a baseline. Our inference team typically lifts token output by 30% or more at equal compute.

03 / Co-build

Embodied AI with industry

For the alumina, chemical and manufacturing plants already inside Galang Batang SEZ. Collection, cleaning, training and on-site deployment, producing the control data those lines need.

Next step

Come and look at it.

We will walk the plant, the tank row and the first hall slab. Bring your M&E engineer. Bring your GPU vendor. The questions get specific fast and that is useful.
